EPA Administrator Signs Proposed PCWP RTR Rule

Last week, EPA Administrator Andrew Wheeler signed the proposed Plywood and Composite Wood Products Risk and Technology Review (PCWP RTR) rule. As expected, the proposed rule finds that technology has not changed since the 2004 MACT was issued and that public health risks are acceptable with "an ample margin of safety." Also as expected, the proposed rule does not address the remanded PCWP MACT (kiln MACT) issue for lumber kilns.
Once the signed proposed rule is published in the Federal Register in the coming days, the comment period will be open for 45 days. The proposed rule is available here, and a fact sheet from the EPA is available here. SLMA is working with an industry coalition, led by the American Wood Council, in addition to SLMA consultants, to determine the impact of the proposed rule on lumber kilns and develop comments.
